Victor Vergara
Victor Vergara joined the Urban Division of the World Bank in 1991 where he assisted in the preparation of the Bank’s municipal development policy paper. From 1994-8 Victor worked in World Bank operations responsible for urban development projects focusing on financial management and governance of subnational governments in Latin America. In 1998 Victor joined the World Bank Institute and was team leader of the Decentralization program directing a learning program on intergovernmental fiscal relations.
Currently, as team leader of the World Bank Institute’s Urban team, Victor leads work in Latin America and Africa focusing on application of technology for building the capacity of urban planning and management. Among the programs he coordinates include Africa Local Government Action Forum (ALGAF); Monterrey Institute of Technology Partnership; Africa Municipal Radio Capacity Building and the Guatemala Municipal Radio Training program. Since 2004 Mr. Vergara has lead urban planning and management capacity building initiatives work in China, including one of the Bank’s periodicals, “China Urban Development Quarterly”.
Prior to joining the World Bank, Victor was manager for regional development of FONDEPESCA (Mexico) responsible for investment programs in some of the poorest regions in Mexico. Victor is a Mexican national and holds a Master of Agriculture degree from Texas A&M University and a Master of City Planning (Regional Economics) from MIT.
