Hella Dunger-Löper

Hella Dunger-Löper has served, since 2004, as the Permanent Secretary for Building and Housing in Berlin‘s Senate Department for Urban Development.

In 1989 she served a City Councillor in Wilmersdorf (a District of Berlin). In1993 she was the Head of Communication at the ESCP-EAP European School of Management Berlin. In that same year Hella became Chairwoman of the Parliamentary group SPD in BVV Wilmersdorf. In 1999 she was elected to serve as a Member of the Parliament of the Land of Berlin, and during that time she served as the spokeswoman for the budget. Hella was elected Deputy Chairwoman of the SPD’s parliamentary group and served as Chairwoman of the Budget Committee and the Theatre Subcommittee.

Hella studied at the University of Hanover, Free University of Berlin and the Technical University of Berlin. In the latter institution she completed her graduate studies and served as a lecturer -- while conducting collaborative work on research projects, numerous publications.
